Course eligibility:
  • New entrants must meet the educational qualification of a minimum of 4 GCE 'O' Levels passes in 2 sittings / Higher NITEC / Diploma from local government polytechnic / Degree and above from local government universities, or its equivalent is one of the regulatory requirements for salespersons.
  • Applicants having other qualifications (e.g. overseas qualifications or private diplomas etc.) will need to have their qualifications assessed by CEA to determine that the educational qualification requirement is met. They must submit original certificates, full transcripts and official translation (if qualification is not in English) together with the CEA Request Form in person to RCN for submission to CEA. Please allow at least 15 working days for CEA’s reply.
  • An administration charge of $53.50 (inclusive of GST) imposed by CEA is payable for all assessment of qualifications.
  • Applicants who have attained Level 5 and higher for the Workplace Literacy and Numeracy (WPLN) assessment in these 5 components (Reading, Listening, Speaking, Writing and Numeracy) will be recognised in lieu of 4 GCE "O" level passes.     About RES

    RES exam is a preparatory course for all new entrants interested in pursuing a career in real estate.
    The Certificate of RES Course Completion has a validity period of 2 years for the purpose of determining eligibility to take the RES examination. Candidates are eligible to take the RES examination within 2 years from the completion date of their RES Course. Beyond the validity period, candidates will be required to attend and complete the RES course again before they become eligible to take the RES examination.

    The syllabus is prepared in the context of laws in Singapore governing real estate agency work with focus on sale and lease transactions involving residential, commercial and industrial properties located in Singapore.
    The syllabus does not include laws or regulations of other countries governing transactions of foreign properties. Real estate agents are advised to be familiar with such laws or regulations when advising their clients in foreign property transactions/investments.

    The RES examination syllabus is designed to ensure real estate agents meet the expectations required of them:

    • Have good knowledge of the concepts of real estate and agency practice;
    • Have basic knowledge of the legal requirements and laws governing property transactions and real estate agency work;
    • Have basic knowledge of the terminologies and concepts used in real estate transactions and leasing with the understanding of the need to comply with the requirements of the law;
    • Understand the requirements of the Estate Agents Act 2010 and subsidiary legislation including Code of Ethics and Professional Conduct, and of the Council for Estate Agencies (CEA); and
    Ability to handle a typical property transaction effectively and in compliance with the law, government policies, rules and CEA’s prescribed regulations and practice guidelines.

    Essentially, RES exam comprises of 2 Papers. There is no change to the scope of topics covered in the revised RES examination syllabus versus the old syllabus. There is however some re-organisation of topics between the RES examination Papers 1 and 2.

    Course eligibility criteria
    • Be at least 21 years old
    • Must have one of the following qualifications:
      - Minimum qualification of 4 GCE 'O' levels passes in two (2) sittings or
      - Higher NITEC or
      - Diplomas from the local* government polytechnics or
      - Degrees from the local* government universities (NUS, NTU, SMU).
    • Please note that qualifications not awarded by Singapore Government schools (e.g. private educational institutions) and all overseas qualifications will need to be assessed before acceptance of the course enrolment.
      There will be an administrative fee of $53.50 (inclusive of 7% GST) collected by Real Centre Network on behalf of CEA for the purpose of assessment of the applicant’s educational qualification(s). This is to ensure that RES/REA course participants meet the minimum educational requirement of at least 4 GCE “O” Level passes (applicable to new entrants who later wish to register as salespersons) before the participants are permitted to enrol for the RES/REA Course. The administrative fee is to defray the cost in the assessment of each application.
    • If you hold any of the following certificates, you will need to submit for Assessment of Qualifications:
      • Private School Certificates (e.g. SIM, SHATEC, MDIS, NAFA, Laselle College, Kaplan etc)*
      • Foreign School Certificates*
      • Certificates for Seminars, Short term courses*

    Individuals who are unable to meet the minimum qualification criteria will be required to take the Workplace Literacy and Numeracy (WPLN) assessment administered by WDA. A WPLN (Reading, Listening, Speaking, Writing and Numeracy) Level 5 will be recognised in lieu of 4 GCE "O" level passes.

    Assessment of Qualifications

    Please refer to the attached form for all the requirements for the Assessment of Qualifications in lieu of the 4 O levels by CEA. Applicants will need to come down personally to RCN office with the original documents to make the payment for the assessment of qualifications. Assessment will not be submitted if documentations are not complete and payment of the Assessment Fees not made. Please note that it takes at least 15 working days for CEA to reply on the assessment outcome.

    RCN’s resident trainers, Celeste Ng and Thomas Tan have years of experience practising real estate and training for both RES and CES, the previous Certification before RES.
    They share their knowledge and passion in helping participants understand the various topics and most importantly, pass their exams at their 1st attempt.

    Important information:
    • ALL new salesperson MUST complete the RES Course prior to registering for exams.
    • Certificate of Participation will only be awarded to participants who fulfill a minimum of 75% attendance.
    • Make up lessons for participants who have missed any lessons are subject to availability.
    • Successful candidates must apply for registration/ licensing with CEA within 24 months of the date of issuance of the examination certificate after which, results will be invalid for licensing and registration purposes.
    • Please be informed that attending the RES Course and passing the RES Examination do not automatically qualify an individual to be a real estate salesperson. The applicant has to comply with the full registration requirements stipulated under the Estate Agents Act, which include meeting the fit and proper criteria. Please check the prevailing registration criteria which can be found at www.cea.gov.sg before registering for the RES Course.
    • For foreigners who wish to register with CEA as salespersons, they will need to have a valid Employment Pass (EP) issued by the Ministry of Manpower (MOM). They should consult an estate agent who is prepared to sponsor their future registration application, who would then check with CEA. Thereafter, when they register for the RES Course, they will need to produce a letter of sponsorship from the estate agent.

    The RES Examination is administered by CEA’s appointed exam administrator NTUC Learning Hub Pte Ltd. The appointed exam administrator will coordinate the registration of candidates, conduct the examination and notify candidates of their results.

    Held over weekends, RES Paper 1 will be conducted on Saturdays, whilst Paper 2 will be on Sundays.

    Exam Fees

    Exam Format

    2 papers each (2 ½ hours per paper)
    Both Papers 1 & 2:
    - Section A: 50 Multiple Choice Questions (MCQs) - 1 mark each
    - Section B: 15 MCQ with reference to 1 or 2 Case Studies – 2 marks each
    - Section C: 10 Fill in the Blank Short Answer Questions (SAQs) - 2 marks each

    Exam Results

    Exam Administrator will notify candidates of their results.
    The results for July 2011 RES examination onwards will be in one of the following formats:
    - Pass (P)
    - Fail (F)
    - Pass Paper 1; Fail Paper 2 (P1 F2)
    - Fail Paper 1; Pass Paper 2 (F1 P2)
    Candidates will be allowed to retake their failed Paper only from the August 2011 RES examination onwards. There shall be no retrospective consideration of results from earlier examinations taken from Jan to Jun 2011.

    Important Notes:
    • RES course participants will have to pass the RES examination within 2 years from the date of issue of the Certificate of Completion of RES Course. 
    • If they are unable to pass any remaining Papers within the 2-year timeframe, they will have to re-take the RES course and sit for the full RES examination again i.e. both Papers 1 and 2.
    • Please be informed that attending the RES Course and passing the RES Examination does not automatically qualify an individual to be a real estate salesperson. The applicant has to comply with the full registration requirements stipulated under the Estate Agents Act, which include meeting the fit & proper criteria. Please check the complete list of registration criteria on CEA’s website before registering for the RES Course.

    Please check with exam administrators for availability of exam slots and closing dates. Registration and payment for each RES examination will close at 7pm, 2 weeks before the first exam paper or when full capacity is reached, whichever is earlier.

    Exam requirements
    • New entrants will need to complete the exam preparatory course conducted by a CEA Approved Course Provider and possess 4 GCE “O” level passes or equivalent qualifications before applying for the RES examination. Applicants with equivalent qualifications need to seek CEA’s prior approval before registering for the examination. The minimum educational requirement of 4 GCE “O” level passes is set to ensure that the applicant has the basic competency level. Individuals who are unable to meet this criteria will be required to take the Workplace Literacy and Numeracy (WPLN) assessment administered by WDA. A WPLN (Reading, Listening, Speaking, Writing and Numeracy) Level 5 will be recognised in lieu of 4 GCE “O” level passes. Details of the assessments can be found here.
    • Only existing salespersons whose names have been submitted by their estate agents to CEA by 22 October 2010, will not be required to attend the RES course before applying for the RES examination.
    • Those partial CEHA pass candidates registered with CEA will be allowed to retake the remaining papers within two years from the first examination date. This concession will expire end Dec 2012.
    • With effect from the July 2011 RES examination, modular passing will be allowed. Candidates will be allowed to retake only their failed Paper from the August 2011 RES examination onwards. There shall be no retrospective consideration of results from earlier examinations taken from Jan to Jun 2011.

      *Important Note:
      There is no change to the examination requirement for RES course participants to pass the RES examination within 2 years from the date of issue of the Certificate of Completion of RES Course. If they are unable to pass the remaining Paper within the 2-year timeframe, they will have to re-take the RES course and sit for the full RES examination i.e. both Papers 1 and 2.
    • For candidates taking the RES examinations who wish to appeal on their results, the following process will apply:
      i. All appeals must be made in writing to CEA’s Appointed Exam Administrators (AEAs) on prescribed forms within 7 working days from and including the day of release of assessment results
      ii. Candidates can only appeal for failed papers
      iii. An administrative fee (non-refundable) of $53.50 (inclusive of GST) per paper is payable
      iv. Candidates will not be shown their answer scripts. They will be informed in writing of the outcome of the appeal within 14 working days from day of submission of appeal
